Shahidul Islam said the administration had received complaints that many students were skipping regular classes to attend coaching centres during school hours.
The restriction was introduced to ensure students attend their classes at schools and other educational institutions, he said.
The deputy commissioner warned that coaching centres operating in violation of the directive would face enforcement drives.
He also cited complaints about irregularities in the coaching sector, including allegations that some centres had failed to refund advance payments collected for coaching fifth-grade students. The administration would take action on these issues in phases, he added.
The public notice calls on the Rajshahi superintendent of police, deputy director of the Local Government Division, additional district magistrate, upazila nirbahi officers, district education officer and district primary education officer, among other relevant officials, to take the necessary measures to implement the order.
However, the local administration has yet to launch enforcement activities in connection with the directive, according to the report.
